Step one: assessing needs

The route to funding opens with an assessment by Rochdale Borough Council. It is free of charge, and qualifying needs lead to a personal budget, the council's costing of the support required. The number to call is 0300 303 8886. The needs assessment in Rochdale, explained.

Step two: income and savings

Next comes a financial assessment, often called the means test. England's 2026/27 rules use two limits. With capital above £23,250, the person normally meets the whole cost. With less than £14,250, capital is disregarded, and only income is used to work out a contribution. In the middle band the council shares the cost, and the council counts £1 a week of "tariff income" per £250 held over £14,250.

When support is delivered at home, the value of the person's home is not counted; the person also keeps at least the Minimum Income Guarantee (£241.45 a week for a single person over pension age). When they move into residential care, property normally counts unless a partner, or a relative who qualifies, is still living in it. Where it does count, it is ignored for the first 12 weeks, and they keep a weekly Personal Expenses Allowance, currently £31.80.

Direct payments

If the council funds some or all of the care at home, you can take its share as a direct payment and choose your own agency or personal assistant. Rochdale Borough Council: direct payments.

Help that ignores savings

Attendance Allowance ignores savings and property entirely, though plenty of families miss it. It pays a weekly £76.70, or £114.60 at the higher rate to people over State Pension age who need help with personal care. For family carers, Carer's Allowance may be available to carers giving 35 or more hours of care each week.

On the health side, where the primary need is a health need, NHS Continuing Healthcare funds the care in full; the NHS pays a nursing contribution (NHS-funded nursing care) in nursing homes. Check your funding options.

Deferred payment agreements

If the home has to be counted for a care home place, Rochdale Borough Council is required to offer a deferred payment agreement to anyone who qualifies, so the house does not have to be sold in the person's lifetime. The council charges interest plus an admin fee.

Questions families ask

Does Rochdale Borough Council help pay for care?

It may. After a free care needs assessment, the council does a financial assessment. With savings under £23,250 it may contribute, depending on income; over £23,250 you generally pay for all of it. For care at home, the value of the person's home is not counted.

Does my home count towards care costs in Rochdale?

Help at home leaves property out. A move into a home normally brings it in (unless a partner, or a relative who qualifies, is still living in it), yet Rochdale Borough Council is required to offer a deferred payment agreement to anyone who qualifies, so the house does not have to be sold in the person's lifetime.

Do savings affect Attendance Allowance?

No. It is paid at a weekly £76.70, or £114.60 at the higher rate to people over State Pension age who need help with personal care, whatever their savings or income.
