Council help with care
Getting help with care in Plymouth
In Plymouth, council support begins with an assessment from Plymouth City Council: free of charge, open to anyone who appears to need it, however much you have saved. Call 01752 668000.
Verified with the council's site, 15 October 2026.
1. Start with a needs assessment
It costs nothing, the law guarantees it, and it ties you to nothing. The aim is to establish which everyday tasks are a struggle and whether national thresholds are met.
Ask Plymouth City Council for an assessment or ring 01752 668000.
You can start an online social care self-assessment for yourself or someone else and then ask for a full assessment. The council contact centre is open Monday to Friday, 9am to 5pm.
2. The means test
A means test follows for anyone eligible. Below £14,250, savings are ignored; over £23,250, the person normally meets the whole cost; in the band between, tariff income is assumed. Support at home leaves the property out. Residential care brings it in after the first 12 weeks of a permanent stay, unless a partner or some qualifying relatives continue to live there.

Rules applied (2026/27, England): savings above £23,250 usually mean paying in full; below £14,250 they are ignored; in between, every £250 adds £1 a week of assumed income. Allowances: minimum income guarantee £241.45 a week (single, pension age) and personal expenses allowance £31.80 a week. Official source: GOV.UK charging circular. Your council does the real calculation and may be more generous.
3. Choose your own care with direct payments
If the council funds some or all of the care, you can ask for the money as a direct payment and arrange care yourself, including with an agency you choose.
Family carers
You do not have to wait for the person you support: a carer's assessment is a separate right, and free of charge.
